County put up wire barrier without any signs

Riding into a county park and they had erected a wire cable across the road without any signs or flags saying road was closed. Thin cable did not see it until on it. Caught it across my face doing about 20 mph. Knocked me off the bike and into the curb, knocking me unconscious. Broke 4 ribs, scapula, 3 days in intensive care. County removed the cable the next day.
