Putting Peoples lives at risk over a few seconds of time

The road splits into two, one cyclist is correctly in the right turn lane, while we are staying in the left lane to turn left. Large Dump truck passes within inches of the cyclist in the right turn lane and swerves accross chevron lines going to the left - extreme dangerous behaviour to save a few seconds of time.
